The problem of local and global co-ordinates does not arise in continuum elements as as the x and y directions are chosen to coincide with the global x and y directions.
The 'structural' stiffness matrix may be assembled from the element matrices by noting that at each node the sum of the internal forces in x and in the y directions must equal the externally applied forces in the x and in the y directions respectively.
