Hint

In part a) all that is required is to substitute the principal stresses into the von Mises equation (using the thin walled pressure vessel assumptions for the minimum principal stress) and see whether the inequality is true or not. In part b) there is an assumption as to stress state - this is fairly thick steel, so what is reasonable to assume as holding true, plane stress or plane strain?
